понятие показателя "внешняя задолженность". Означает международное обязательство, представленное финансовым средством (financial instruments in SNA and BOP) или его официальным эквивалентом.
Внешняя задолженность как экономическое явление может возникнуть лишь при наличии законтрактованных кредиторско-дебиторских отношений между странами. Заграничные пассивы, возникающие в результате внешней задолженности того или иного государства, представляют собой обязательства резидентов (residents of an economy) по отношению к нерезидентам. Они могут быть в форме любых финансовых средств, за исключением золота и специальных прав заимствования (allocation of special drawing rights (SDR)).
